Before launching ReNual, Alicia worked with Indigenous Peoples in Panama where she was instrumental in helping them gain rights to participate in projects that affect them. While working with Indigenous Peoples in Panama, she was instrumental in helping local organizations throughout the country gain rights to participate in projects that affect their constituents. For example, she helped the Embera, Wounaan and Kuna Native Peoples* establish an international precedent by becoming negotiators in a major loan by the Inter-American Development Bank, an intergovernmental agency that historically only negotiates with governments. The bank showcased the program as representing a new era of civil participation. The initiative informed the writing of Panama’s Environmental Law, which included important stipulations with respect to citizen’s rights.

*Indigenous organizations spearheading this effort included the Embera-Wounaan General Congress and the Madungandi General Congress.
